Richard Rothstein is a Distinguished Fellow of the Economic Policy Institute and a Senior Fellow (emeritus) at the Thurgood Marshall Institute of the NAACP Legal Defense Fund. In this seminal work, Rothstein documents how government agencies not only ignored decriminiroty residential practices, but encouraged them. Rothstein argues with exacting precision how segregation in America is the byproduct of explicit government policies at the local, state, and federal levels.
